Southeastern Regional Action Council (SERAC) serves the following 20 communities in Southeastern Connecticut:

Bozrah, Colchester, East Lyme, Franklin, Griswold, Groton, Ledyard, Lisbon, Lyme, Montville, New London, North Stonington, Norwich, Old Lyme, Preston, Salem, Sprague, Stonington, Waterford and Voluntown.

According to Census 2000 data, our service region includes over 250,000 residents of whom 91.7% are white, 2.9% are African American and 1.4% are Asian. One community within our region is more racially diverse that the other communities within the region and the State as a whole. The city of New London is 63.5% white and 18.6% African American while the State of Connecticut is 81.6% white and 9.1% African American. Also, while 9.4% of Connecticut residents consider themselves to be hispanic or latino, 19.7% of New London residents consider themselves hispanic or latino.

The population sizes of the communities range from a low of 1,835 in Franklin to a high of 39,907 in Groton. The region also includes five colleges (Connecticut College, Mitchell College, UCONN Avery Point, Three Rivers Community College, and the US Coast Guard Academy) as well as a Naval Submarine Base.

Within the service region, median household income varies from a low if $33,809 in New London to a high of $73,250 in Lyme. The city of New London has the third lowest per capita income in the State. In the State of Connecticut, 7.9% of residents are living below the poverty line. The cities of New London and Norwich have nearly twice as many of their residents living below the poverty line (15.8% and 11.5%, respectively).
